Katonai tanulmányait a Zalka Máté Katonai Műszaki Főiskolán, majd a Zrínyi Miklós Katonai Akadémián végezte. Összfegyvernemi alakulatoknál végzett csapatszolgálatot. 1993-tól a Zrínyi Miklós Katonai Akadémián, illetve a Zrínyi Miklós Nemzetvédelmi Egyetemen, a Nemzeti Közszolgálati Egyetem jogelőd intézményeiben dolgozott egyetemi oktatóként. Párizsban végzett felsőfokú vezérkari vezetőképző tanfolyamot. A vezetésével alakult meg 2008-ban a Bolyai János Katonai Műszaki Kar és a Nemzetvédelmi Egyetem Híradó tanszékeinek összevonásával a Közszolgálati Egyetemen ma is működő híradó tanszék. 2001-ben doktori fokozatot, 2006-ban habilitációt szerzett. Elnyerte a Magyar Tudományos Akadémia Bolyai Jánosról elnevezett kutatási ösztöndíját. 2007 és 2011 között a COMMIT francia-magyar nemzetközi tudományos (K+F+I) projekt magyarországi programigazgatója volt, ezzel párhuzamosan vendégoktató Franciaországban a Rennes-i Katonai Műszaki Főiskolán. 2012-től a Puskás Tivadar Híradó Bajtársi Egyesület elnöke.

Dr. Zoltán Rajnai is currently the National Cyber Coordinator of Hungary, Hungary’s
Representative to ENISA and professor at the Óbuda University. Previously Dr. Rajnai served as Colonel in Hungarian Defense Forces (1981-2013) and was professor at the National Defense University in the field of Information, info-communication, and telecommunication systems (1993-2013). Since 2013, Dr. Rajnai also is the Dean of faculty of Mechanical and Safety Engineering, Head of Doctoral School on Safety and Security Sciences with main responsibilities in the field of Cyber Security, Information Security, info-communication, and telecommunication systems. Dr. Rajnai received education from the High School at the Hungarian Defense Forces (1981-1985), the Military Academy (1990-1993), the Doctoral School on Military Sciences (1997-2000), and the Joint Security College- Paris, France (2003- 2004).
